The Fulcrum senior management team has considerable experience of developing high-quality new healthcare buildings in partnership with the NHS, with key members of the team bringing expertise ranging from NHS senior management to quantity surveying and accountancy. CHRISTOPHE DE CARMOY
Interim CEO, FIGCHRISTOPHE DE CARMOY
As a Partner and Executive Director at Fulcrum’s parent company Meridiam, I have a wide range of experience in managing Meridiam’s many UK infrastructure investments. In June 2025, I became the Interim CEO of Fulcrum Infrastructure Group, overseeing operational activities across Fulcrum’s NHS LIFT community health centres. Through Fulcrum’s existing neighbourhood health buildings, and Government plans to use public-private-partnerships to deliver new health infrastructure, it is an exciting time to support the Fulcrum team as Interim CEO.

SARAH BEAUMONT-SMITH

I joined Fulcrum Infrastructure Group in 2009, working my way up to become CEO in 2019 before taking on a wider role as FIG UK Strategy Director in 2025, when I was also honoured to be named the ‘Leading Woman in Infrastructure’ at an industry awards event. I am passionate about the role the private sector can play in delivering vital new social infrastructure, so I am leading Fulcrum’s work with Government and industry in discussing the huge opportunities to use public-private-partnership models to drive much-needed investment in the health sector.

AFFAN NASIR
I joined Fulcrum in 2019 as the Chief Financial Officer responsible for financial oversight of Fulcrum’s portfolio of 35 managed NHS LIFT assets, as well as 7 indirectly held NHS LIFT assets. I enjoy working at Fulcrum as we strive on a daily basis to create a difference for the local communities who use our healthcare facilities. We are investing continuously to make our buildings better, to create social value and to impact the end user experience at our facilities.

COLIN CAREY
Chief Operating Officer, FIGCOLIN CAREY
I joined Fulcrum as Chief Operating Officer in December 2024 and lead on the operational elements of Fulcrum’s NHS LIFT buildings. Having worked in PFI/PPP projects for more than 20 years in both the public and private sectors, I believe that genuine collaboration between all parties, built around an open and transparent governance framework, is the key to successfully delivering first class facilities to the public sector.

I joined Fulcrum in 2019 to help drive increased utilisation of our facilities, as well as working with NHS trusts and commissioners to deliver major ‘variations’ to our buildings to help deliver even more health services to local communities. I am passionate about our role in providing modern health facilities right in the heart of the community. It is hugely satisfying to see the changes we make in our buildings having a positive impact on local patients, giving them access to vital new health services.

JEREMY FRYER

I joined Fulcrum as General Manager in 2025. I am a Chartered Surveyor with 20 years of experience in PFI and PPP projects across a range of sectors, including health, education and housing. Relationship management and client facing rolls have been a staple of my career, together with strong leadership and the development of both teams and individuals.

ARLIND ZENEL

I joined Fulcrum in 2025 as a General Manager, with responsibility for the healthcare buildings within the three Fulcrum-owned LIFT Companies. I am an experienced General Manager with a history of working with complex PFI/PPP projects. I am passionate about the positive impact our buildings have on communities through the quality services and social value they deliver.

Fully-owned by Fulcrum, Kudos Services delivers high-quality facilities management to Fulcrum’s primary healthcare estate.

SHAUN ANDERS

I have overall responsibility of the Fulcrum-owned Renova LIFTCo, and in my role I oversee Renova’s 17 high-quality healthcare facilities throughout the North West which deliver vital Primary Care services to local communities. It is great to be part of an evolving, innovative organisation that is committed to investing in its people and providing quality and flexible Primary Care Facilities. It is hugely rewarding to see how instrumental our buildings are in supporting local communities with much-needed health services, whilst also adapting to meet the changing needs of the NHS.
OUR LIFT COMPANIES
Fulcrum’s facilities are delivered through the NHS LIFT (Local Improvement Finance Trust) initiative which brings together the NHS, the Department of Health and a private sector partner. Fulcrum is the private sector partner in four NHS LIFT Companies:
